In 2008, we published a monograph “The current status of bio-productivity of the Caspian Sea and the reasons for the degradation of the Caspian seal population in the last 300 years”, which raised the question about moratorium on the Caspian seal commercial hunting. Despite the rather convincing evidence of the moratorium on the seal commercial hunting it was not imposed in the new rules of the Federal Agency for Fishery of the Russian Federation in 2009…
